Safety management by cost or does safety manager still argue with financial data to convince management?

Following an interview for a newspaper about the safety management by cost, I would like to make a post about the financial approach with simple questions:

Is it possible to reduce safety to a financial argument?

Do you think that the management is really involved in the safety and the quality of life of the employees if safety manager must argue with financial argument such productivity, cost reduction?

Do you think if the productivity or cost reduction is not realized, the investment would be done?

Do you think that the cost reduction is equivalent to an accident, an amputation or the life of a person?

Can we balance the consequences of a fatal accident for a family, an husband, a spouse, children, friends, colleagues with cost reduction?

Finally, how to make the calculations of cost reduction, how to find a potential payback ?
